Cyprus's luxury hotels don't all sell all-inclusive — several of the island's most celebrated houses don't offer it at all. We verified every hotel against its official website: Elysium and Amarande sell only half or full board, Golden Bay has no all-inclusive concept, and for NissiBlu and Alion the concept cannot be verified officially. We selected eight hotels with confirmed all-inclusive concepts for our ranking — and Cyprus turns out to be the island of the dine-around: at several of these hotels the à la carte restaurants are included in the package.
The numbers beside each hotel are counted from real guest reviews (Booking + Google) — never estimated.
How we ranked the hotels
The order rests on guest scores, the counted themes from our review analyses, and how generous and transparent each all-inclusive concept is — Kanika's dine-around resorts and St George's "Dine Around" publish exactly what's included and are rewarded for it. Below each hotel we explain its placement.
Good to know about Cyprus
The hotels cluster in three areas. Paphos in the west (Olympic Lagoon Paphos, Ivi Mare, Leonardo Plaza, Azia, St George — 20–30 minutes from Paphos airport) is best for history, resort life and the widest choice of premium all-inclusive. Protaras on the south-east coast (King Jason, Constantinos the Great) has the island's finest sandy beaches and quieter evenings. Ayia Napa just south of it (Olympic Lagoon Ayia Napa) combines sandy beaches with more activity and nightlife — Protaras and Ayia Napa are 45–60 minutes from Larnaca airport. The swimming season runs from May to November.
Hotels we reviewed but left out
Being open about rejections is part of our methodology. The following were checked against their official websites but did not qualify:
- Imperial Island Resort — Louis Hotels' new five-star Premium All-Inclusive flagship in Paphos, reopened after a full rebuild on 3 May 2026. The concept is verified, but the hotel is too new to have enough guest data for our review-based ranking.
- Elysium — previously on this list, removed after re-verification: officially only half or full board, and "No drinks are included" according to the hotel's own dining page.
- Amarande — adults-only hotel selling only half and full board, no all-inclusive.
- Golden Bay Beach Hotel — family hotel in Larnaca with no published all-inclusive concept.
- NissiBlu Beach Resort and Alion Beach Hotel — sold with all-inclusive through tour operators, but the concept cannot be verified on the hotels' official websites, so they stay out until it can.
If any of these hotels launches a verifiable all-inclusive concept — or, like Imperial Island, accumulates enough guest data — the selection will be reconsidered.
Olympic Lagoon: restaurant visit conditions
For the reservable themed restaurants, the hotel allows one visit for 2–3 nights and two visits to different restaurants for 4–5 nights. A one-night stay guarantees no visit. Allowances restart after seven consecutive nights. Tables depend on availability; extra visits may cost more. Captain’s Deck and Seven Orchids are listed as seasonal, April–October, weather permitting.

Olympic Lagoon Resort Paphos lists four à la carte restaurants: Rock n Roll, Garibaldi, Seven Orchids and Captain’s Deck. Royal Olympic is the buffet restaurant; Snackeria serves snacks. For 6–7 nights, the hotel’s visit policy includes one meal each at Garibaldi and Seven Orchids and two at Captain’s Deck. Rock n Roll needs no reservation. Garibaldi is for guests aged 18 and over.
The review harvest is massive — 116 counted reviews — and the food dominates: 94 of 102 food mentions are positive. Separate family zones and a dedicated adults-only section mean both families and couples find their corner.

Ivi Mare is Louis Hotels' adults-designed five-star on the Paphos beachfront — and by scores Cyprus's strongest all-inclusive house: 9.4 on Booking and 4.8 on Google.
The Premium package builds on half board plus snacks, a tea-time experience and unlimited branded drinks in all bars from 10:00 to midnight, with the minibar restocked daily. The two themed restaurants, Alati (Greek) and Fiki (Japanese fusion), are included at one visit per week each, set menu with advance booking.
Why this rank: The list's strongest score combination (9.4 on Booking, 4.8 on Google) and a verified Premium All-Inclusive with branded drinks until midnight — but only two à la carte restaurants make the dining side narrower than the score suggests.
3Protaras, Cyprus

King Jason Protaras is Louis Hotels' adults-only property, built around what the chain itself calls upgraded all-inclusive — the Piatakia buffet restaurant is complemented by the Levantine Haroub, and the pool and lobby bars are included.
Service is the house signature: 21 of 21 counted service mentions are positive, staff learn guests' names and the manager thanks departing guests personally. Fig Tree Bay is a few minutes' walk away.
Why this rank: A top Google score (4.8) and 21 of 21 counted service mentions positive — but it's a four-star house and breakfast is simpler than at the five-star rivals.
4Protaras, Cyprus

Constantinos the Great has the location every other hotel in Protaras measures itself against — right on the sandy beach and the seaside promenade, with shops and restaurants outside the entrance. 20 of 20 counted location mentions are positive.
The breakfast buffet is repeatedly called the best in Cyprus. The dinner buffet doesn't reach the same heights — several guests find it repetitive — which is worth knowing before choosing the all-inclusive package of all meals and selected drinks.
Why this rank: The highest Booking score on the list (9.5) and perhaps the best location in Protaras, but a 4.1 Google average and a repetitive dinner buffet keep it off the top spots.

Leonardo Plaza Cypria Maris Beach Hotel & Spa is a luxury hotel in Paphos that truly prioritises the guest experience. It is a complete holiday complex with facilities that cater to your every possible need during a week away – and then some.
The pool area is exceptionally spacious, and the spa is well-equipped with a broad menu of treatments. The beach outside is lovely, and the sea in the Paphos region is incredibly inviting, perfect for cooling off throughout the day.
The restaurants offer a varied menu, and the thoughtful all-inclusive concept includes several dining venues to choose from. The evening entertainment is highly polished, and Leonardo Plaza has a well-deserved reputation for keeping the atmosphere vibrant all week long.
Why this rank: An adults-only hotel with four themed restaurants included and 22 of 24 counted service mentions positive — though the all-inclusive programme runs only in summer.

Azia Resort & Spa outside Paphos is a hotel with a clear vision — a wellness-oriented luxury experience in one of the Mediterranean's most beautiful settings — executed with great skill. The resort is built around a village feel, with several buildings and pools in lush, immaculate gardens, and the spa ranks among Cyprus's best.
The all-inclusive programme covers all six restaurants, but the terms vary: the main buffet and Coconut Terrace are unlimited, while the à la carte venues are included at two visits per week each — €35 per visit thereafter.
Why this rank: A premium all-inclusive covering all six restaurants — buffet and Coconut Terrace unlimited, the à la carte venues at two visits per week — and a flawless service harvest: 26 of 26 positive. The Chlorakas hilltop setting does require a bus or car into Paphos harbour.

St George Beach Hotel & Spa Resort in Paphos runs the premium "Dine Around" concept: four à la carte restaurants, two live-cooking buffets, a café open until midnight and seven bars with international branded drinks — all included.
Smartest of all is the sunbed system: every party gets assigned sunbeds for the entire stay. 20 of 22 counted food mentions are positive, and the house is adult-focused with a minimum age of 16.
Why this rank: Dine-around with four à la carte restaurants, two live-cooking buffets and assigned sunbeds for your whole stay is the smartest setup on the list — though the scores (9.2/4.5) sit just below the top.

Olympic Lagoon Resort Ayia Napa lists five à la carte restaurants: Rock n Roll, Garibaldi, Seven Orchids, The Greats and Captain’s Deck. Royal Olympic serves buffets. For 6–7 nights, one meal each at Garibaldi, Seven Orchids and The Greats and two at Captain’s Deck are included. Rock n Roll needs no reservation. Blue Paradise is reserved for Olympic Bay and Fisherman’s Village guests. Garibaldi’s age policy is inconsistent: the dining page says 18+, but the linked handbook says all guests. Confirm that restriction before booking.
Service carries the house: 41 of 41 counted service mentions are positive. The sunbed reservation desk removes the morning towel race, and the lazy river is the children's favourite.
